Statement of the Problem

Certainly, one of the most problems facing Nigeria education today is poor academic achievement of students in internal and external examination. However, the poor academic achievement of students in Government has attributed to many factors which are lack of instructional material, utilization of the available instructional materials for effective teaching and inability to provide or improvise material relating to the topic.

Moreover, despite the desire for technological development, coupled with the fact that, subjects in secondary Schools are very vital to technological development and as such, its teaching and learning as well as students’ poor academic achievement have become a sort of concern to all stakeholders.

Nevertheless, education stakeholders in schools blame the teachers; the teachers on their part blame the government for failing in their responsibilities.

Indeed, it is the responsibility of the government to provide instructional materials to enhance students’ academic achievement in public schools, the teachers argue that apart from the knowledge they acquired from training and developmental programmes organized for teachers, there are not adequate, functional and effective utilization of instructional materials that can enhance student academic performance.

It has been observed that, almost 60% of Nigerian school classroom are overcrowded and 55% of children learn little from teacher due to non-availability of instructional materials. The few schools (35%) with instructional materials are noticed to be non-utilized, irrelevant and outdated (Nwagbata, 2021).

It has also been observed that, most teachers do not fully utilize the available instructional materials in the teaching of Government. This negligence has affected the academic achievement of students in Government in senior secondary schools in Esit Eket Local Government Area.
